Mark went to high school at Bowsher High School in Toledo, Ohio and graduated in 1970. Mark graduated with his Doctorate in Law Magna Cum Laude from the University of Toledo in 1986.
Mark found his faith in The Church of Jesus Christ of Latter Day Saints. He raised his family in the church with his wife, Darlene. Together they took in many foster children as their own.
