William F. Rowan, a beloved husband, father, grandfather, and friend, passed away on May 5, 2025, at the age of 87 in his hometown of Toledo, Ohio. Born on December 17, 1937, William was a lifelong resident of Toledo, where he often expressed pride in his Irish heritage and cherished the relationships he built over his lifetime.
William’s career as a member of the Toledo Police Mounted Patrol Unit was a significant point of pride for him. He dedicated his life to serving his community and retired following an injury sustained while on duty, a testament to his commitment and bravery. Throughout his time in law enforcement, he formed lasting friendships, most notably with his fellow officers William Carr, Denny Rose, and Jim Brown, as well as numerous brothers from the Toledo Police Mounted Patrol.
An enthusiastic student, William's educational journey began at St. Catherine's Elementary School, followed by Central Catholic High School. He ultimately graduated from the University of Toledo, earning an associate's degree later in life, which he regarded as one of his proudest accomplishments. His family remembers him not only as a dedicated police officer but also as a devoted parent and grandfather, sharing laughter and love with his children and grandchildren.
William had a vibrant personality, known for his humor and laid-back demeanor. He remained active in his interests until his injury, enjoying swimming, playing pool, and spending quality time with family and friends. His warmth and joy for life will be missed by all who knew him. Bill also had a love of cars, he and his brothers would often be found in the garage working on one.
He is survived by his loving wife of 69 years, Barbara Rowan; their children Kelly Haskins and her husband Rick, Tammy Harwell, and William J. Rowan and his wife Dani; along with seven cherished grandchildren, Alisha Espitia and her husband Nick, Amy Shade and her husband Andy, Ashly Haskins and her friend Jamie, Brook Foti and her husband Jim, Ian Harwell and his wife Stephanie, Paige Rowan, and William Rowan; and seven great-grandchildren; and two step-great-grandchildren. He is also survived by his brother Robert Rowan and his wife Rose, his sister Jody Pershing and her husband Buzz, and a host of nieces, nephews, and several other loving extended family members.
William is preceded in death by his brothers Gene Rowan, Jack Rowan, and Jimmy Rowan, as well as his sisters Kathleen Kenyon, Teresa Grady, and Noreen Mortemore. He also mourns the loss of his son-in-law, Cliff Harwell, and step-great-grandson, Christopher Harwell.
Visitation will be held on May 19, 2025, from 2:00 PM to 4:00 PM, followed by a funeral service commencing at 4:00 PM at the Newcomer Funeral Home, West Sylvania, in Toledo, OH. An additional visitation will take place from 5:00 PM to 6:00 PM that same day.
William F. Rowan’s legacy will undoubtedly live on through the lives he touched and the love he shared with those around him. He will be deeply missed by all who had the privilege of knowing him.
